Infratech Infrastructure Holding is an investment project management competence center that is part of Rostec State Corporation and specializes in implementing projects using public-private partnership (PPP) mechanisms.
The holding invests in the construction of socially significant transport, sports, educational, cultural, health and industrial infrastructure, creating conditions for the integrated development of regions, contributing to the creation of new jobs and improving the quality of life of the population.

Federal Law No. 115-FZ of July 21, 2005 "On Concession Agreements"

Regulates relations related to the preparation, conclusion, execution and termination of concession agreements. The purpose of the law is to attract investment in the economy of the Russian Federation and to make effective use of state or municipal property. The law establishes guarantees of the rights and legitimate interests of the parties to the concession agreement and defines the legal basis for their interaction.
Federal Law No. 275-FZ of July 03, 2016 " On Amendments to the Federal Law "On Concession Agreements"

Clarifies and supplements legal norms regulating the transfer of municipal infrastructure facilities to concession, including mandatory participation of regional authorities and restrictions on the participation of foreign companies. The law also provides for the possibility of transforming utility lease agreements into concession agreements with an increase in the concessionaire's investment obligations, ensuring flexibility and development of concession projects in the Russian Federation.
Federal Law No. 224-FZ of July 13, 2015 "On Public-Private Partnership, Municipal-Private Partnership"

Establishes the legal framework for cooperation between public and private partners aimed at attracting investment and improving the quality of work and services. The Law regulates the preparation, conclusion, execution and termination of PPP and MCHP agreements, defines the rights and obligations of the parties, including construction, financing, operation and transfer of facilities. It ensures a fair distribution of risks and obligations, transparency of processes, and regulates the participation of public authorities and private companies in the partnership.
