VEB. RF will provide loan financing for the construction of the National Museum of Buryatia and the Baikal Theater and Cultural Center in Ulan-Ude to the project companies of the infrastructure holding Company Infratech Concessions Management Company JSC (part of Rostec Group of Companies). Concession agreements were signed in the fall of 2023 with the Ministry of Culture of the Republic of Buryatia.

These key projects of the Ulan-Ude master plan are implemented within the framework of the TOR preferential treatment. The projects were also recognized as priority projects by the Presidium of the government commission on socio-economic development of the Far East.

The National Museum is being created in order to preserve the cultural heritage of Buryatia, and access to its collection will be provided to a wide audience. A modern and spacious museum space will be created, which will unite the three existing museums today, will allow updating the exposition, placing more than 3,500 exhibits under one roof, and will give work to 73 cultural figures. The total area of the complex will be 15.9 thousand square meters. The estimated cost of the museum's construction is 3.69 billion rubles, including VEB.The Russian Federation plans to provide 1.9 billion rubles.

The National Museum will include: a storage room, a darkroom, restoration workshops, an exhibition space, a gallery, a children's center with a summer terrace.

The new Baikal Theater and Cultural Center will also preserve the cultural heritage of Buryatia and create conditions for creative leisure and artistic self-education of the population. The total area of the complex will be 20.3 thousand square meters. It will house the troupe of the national Song and Dance Theater "Baikal", which today, in fact, does not have its own building. The implementation of the project will make it possible to stage twice as many performances – up to 250 performances per year, and receive four times as many viewers.

The estimated cost of building the theater will be 4.56 billion rubles, including VEB.The Russian Federation plans to provide 2.8 billion rubles.

After the new building is put into operation, the Baikal Theater provides for the opening of a dance school, arts, music school, interest clubs for children, youth and pensioners; holding socially significant events taking into account modern technical conditions.
