On August 1, 2025, the Ministry of Construction and Housing and Communal Services of the Russian Federation hosted an award ceremony for the winners of the Ninth Open All-Russian International competition with the participation of "TEAM LEADERS 2024/25".

Mikhail Viktorov, President of NOTIM, Head of the Commission for Digitalization of the construction industry and Housing and Communal Services of the Public Council under the Ministry of Construction of the Russian Federation, thanked the participants and noted the special significance of the TEAM LEADERS competition: "Thanks to this competition, we have a unique opportunity to assess the potential of regional teams and individual talented teams in a short time. I am sure that we are looking at future world-class leaders. Their work is the best proof that we are moving in the right direction, and the prospects for the industry are more than serious."

The competition has been held since 2016 on the initiative of NOTIM with the support of the Ministry of Construction of the Russian Federation, the Public Council under the Ministry of Construction of the Russian Federation and other public and professional organizations. Among the participants are leading Russian design, development and construction companies, as well as specialized universities.

"Those volumes of tasks related to the construction of housing, roads, social infrastructure, healthcare facilities, culture, and sports cannot be completed without the use of modern digital tools. I would also like to note that the skill of the contest participants is growing every year. This year, 157 applications were received in 13 categories, and what is particularly pleasing is the presence of student works, that is, young people and the younger generation also pay great attention to digitalization and see this as a potential for development, " the first Deputy Minister said. Alexander Lomakin.

The concession agreement on the construction and operation of the theater and cultural center was signed on October 31, 2023 between the Ministry of Culture of Buryatia and JSC Management Company Infratech Concessions, part of the ROSTEC State Corporation.

The new theater is being built in the city center, at the intersection of Sovetskaya, Svobody, Kalandarishvili streets and the Selenga River embankment. The construction of the facility is expected to be completed in 2026.

According to the main technical and economic indicators, the total area of the main building will be about 20 thousand m2. The new theater and cultural center "Baikal" is a vivid manifestation of modern architecture, combining a unique concept inspired by the national culture of Buryatia.

Located by the Uda River, this center will become a symbol of the cultural wealth of the region. It is a harmonious combination of modern technologies and traditional elements, such as Buryat ornaments and national motifs.

The area around the building is designed to take into account the cultural significance of the place, in order to preserve its authenticity and attract cultural events and festivals. Planning solutions are designed with the needs of art collectives in mind to create a unique and inspiring space for creative and cultural projects.

The design of the building was carried out using information modeling software systems, including those of domestic production, which made it possible to achieve high-quality execution of all sections of the project documentation.

According to the main technical and economic indicators, the total area of the main building will be about 20 thousand m2. Currently, the project provides for the following facilities: a 1000-seat theater and concert hall with an amphitheater and a balcony, as well as a stage that provides the opportunity to conduct theater performances, show programs, music and ballet productions with all the necessary technological facilities and technological equipment; a "small hall" with transformable chairs of 284 m2; four ballet halls, an orchestra rehearsal hall, a choral rehearsal hall, vocal classes and classrooms, a recording studio, video recordings, a photo studio and other facilities. A cultural and leisure part is also planned in the form of a dance and music school, creative leisure facilities. It is planned to organize a theater square and a summer festival site.

The area around the building will be landscaped: there will be necessary entrances and pedestrian paths, small architectural forms and landscaping. The building itself, its entrances and parking lot will be provided with everything necessary for the unhindered movement of people with limited mobility.
