As part of the extended meeting of the Supervisory Board and the General Meeting of NOTIFICATIONS, the chairs of the relevant committees presented reports on the work done and identified priority areas for the development of digital technologies in the construction industry.

Andrey ShishkinChairman of the Committee on digitalization of urban development, highlighted the key areas of work and noted: "Our committee conducts systematic work in three main areas. The first is interaction with ministries and development of methodological recommendations to reduce risks for market participants. The second is regulatory work: last year we conducted a large-scale analysis of the regulatory framework, which allowed us to make the system more flexible for customers. And the third is personnel policy, which requires constant attention and investment in training specialists. I would like to express my special gratitude to the association and all the members of the committee – thanks to our joint work, we are seeing progress even in the most conservative regions. Now it is important to focus on putting these developments into practice and continue the dialogue with customers and relevant ministries."

Alina PostovalovaThe Chairman of the Committee for Training and Certification of Personnel for TIM, spoke about key achievements and work plans: "Last year we developed a system for evaluating digital competencies, including the necessary documents for working with TIM and artificial intelligence. Now we are developing a framework of competencies and creating practice-oriented assessment tools, since conventional tests no longer meet modern requirements. I am especially proud of the joint project with the Ministry of Construction and NOTIM – a free course on AI in construction, which has already been completed by 10,000 specialists since November last year. We will soon release an electronic manual based on it. An important area is the development of the system of professional qualifications. For specialists whose main activity is related to TIM, but not related to design, we are preparing to create a specialized Council for professional qualifications in the field of information modeling and digital technologies. Within the framework of the national project "Infrastructure for Life", a systematic approach to digitalization has been formed at all stages of the construction life cycle, including operation. Starting from 2025, we plan to actively develop this area. It will receive the greatest boost, since an industry — specific competence Center for Labor Productivity in Housing and Communal Services has been created on the basis of the RAASN Research and Development Fund within the framework of this national project, and digitalization is the main factor in increasing this productivity. We are open to cooperation and will be glad to see anyone who is willing to join our work. Together, we can move the industry forward more effectively."

Alexey DudarevChairman of the GISOGD Committee, noted key changes in the approach to information support of urban development activities: "Previously, GISOGD was perceived mainly as an archive of documents and a system for issuing construction permits and the results of other public services in the construction sector – more than a million digital permits are issued annually using GISOGD across the country. In the last two years, fundamental changes have been taking place: information support is becoming a tool for decision — making-both for citizens, developers, and authorities. We have gone beyond providing administrative procedures for construction processes. GISOGD is being developed into a system for coordinating the interests of all participants in the development of territories, providing information and analytical support and evaluation of urban planning decisions, analyzing integrated development, and implementing master plan solutions. Thanks to the joint work with NOTIM and the Ministry of Construction, the plans include measures to address many problematic issues, including the regulation of technical requirements for the digital form of urban planning documents, engineering surveys, and the transfer to electronic form of approval processes for urban planning decisions."

Evgeny RyzhovChairman of the Committee on Digitalization of Construction Management shared the key results of the work: "The main achievement of the year is that we were able to move the conversation about digitalization of construction from the level of theoretical discussions to practical ones. Initiatives such as Construction Navigator in Tatarstan have shown how technology is really changing the way we work in the regions. It is especially valuable that today we are discussing not abstract ideas, but concrete cases – the very objects where TIM technologies have already proved their effectiveness. This was made possible by an open dialogue between all market participants. We have serious work ahead of us to create clear methods, develop a system for sharing experience and train new personnel. We pay special attention to the development of effective tools for recording successful practices using domestic software. At the same time, the key aspect will be the integration of various systems with each other to create a single ecosystem. I am confident that only such a comprehensive approach-from creating methodologies to ensuring cross-system integration-will make digital solutions truly mass-produced and sustainable in the industry."
