4 сентября в рамках деловой программы IX Восточного экономического форума во Владивостоке состоялось подписание соглашения об осуществлении деятельности на территории опережающего развития ТОР «Бурятия», направленной на реализацию проектов строительства Национального музея Республики Бурятия и Театрально-культурного центра Байкал в Улан-Удэ. В церемонии подписания приняли участие заместитель генерального директора по сопровождению инвестиционных проектов АО «Корпорация развития Дальнего Востока и Арктики» Сергей Скалий и генеральный директор УК «Инфратех Концессии» Андрей Кузнецов.
Предметом соглашения является осуществление резидентом ТОР деятельности,направленной на реализацию инвестиционного проекта, в том числе строительство жилых и нежилых зданий, управление собственным или арендованным недвижимым имуществом.
Национальный музей будет построен в целях сохранения культурного наследия Республики Бурятия и обеспечения доступа к его коллекции более широкому кругу посетителей через создание современного и просторного музейного пространства. Общий объем инвестиций в реализацию проекта музея в рамках ТОР составит 1,7 миллиарда рублей.
Театрально-культурный центр «Байкал» будет построен для сохранения культурного наследия Республики Бурятия; проект даст возможность широкому кругу жителей республики регулярно посещать культурные мероприятия. Общий объем инвестиций в реализацию проекта театра в рамках ТОР составит 2,4 миллиарда рублей.
Заместитель генерального директора КРДВ по сопровождению инвестиционных проектов Сергей Скалий в ходе подписания отметил, что строительство Национального музея Бурятии и Театра «Байкал» на площадке ТОР позволит реализовать проекты в более короткие сроки.
«Ключевыми проектами мастер-плана Улан-Удэ является строительство Театрально-культурного центра «Байкал» и здания Национального музея Бурятии. Оба проекта получили одобрение Президента России на совещании по вопросам реализации программы развития дальневосточных городов в марте 2023 года. Корпорация подписала сегодня соглашение о предоставлении инвестору статуса резидента территории опережающего развития «Бурятия». Это даст компании возможность пользоваться мерами государственной поддержки, получать налоговые и административные преференции. Соглашение позволит обеспечить инвестора инфраструктурой, необходимой для ему работы. КРДВ как единый институт развития будет сопровождать проект на всех этапах и оказывать поддержку инвестиционно-строительному холдингу УК «Инфратех Концессии» в режиме «одного окна», — сказал Сергей Скалий.
Генеральный директор УК «Инфратех Концессии» Андрей Кузнецов: «Строительство Театрально-культурного центра «Байкал» и Национального музея Республики Бурятии реализуется в рамках государственно-частного партнерства с использованием механизма «Дальневосточной концессии», когда инвесторы создают инфраструктуру за свой счет, а государство возмещает им расходы в течение 10 — 15 лет. Это позволяет при существующем бюджете единовременно строить больше объектов. Благодаря таким социокультурным проектам улучшается городская среда, повышается качество жизни горожан, возникают новые возможности для самореализации. Решать эти задачи помогают региональные и федеральные меры поддержки, в том числе инструменты ГЧП, льготы и преференции резидента преференциального режима ТОР. Театр и музей станут важным элементом культурной жизни Республики Бурятия и каркаса креативной инфраструктуры Улан-Удэ».
