The conference was held on July 31 in Moscow at the Center for Interaction and Communications in Construction of Glavgosexpertiza of Russia, bringing together both full-time participants and numerous guests in an online format.

The event was opened by the Chairman of the Organizing Committee of the contest, President of NOTIM, Head of the Commission on Digitalization of the Construction Industry and Housing and Communal Services of the Public Council under the Ministry of Construction of the Russian Federation Mikhail Viktorov.

In his speech, he noted the key role of the competition in the development of domestic technological solutions: "For nine years of the contest, we have come a long way. At the initial stage, there was a lot of uncertainty and skepticism about the possibilities of domestic developments. Today we have a clear understanding of how and what to work on. We consistently replace foreign solutions by developing Russian software. According to the latest surveys by NOTIM, 90% of participants use domestic developments, and 30% made them the main ones. This is a great dynamic, and the TEAM Leaders competition will continue to contribute to this progress."

Welcoming the participants of the event, Head of Glavgosexpertiza of Russia Igor Manylov He stressed that the agency's traditional approach to the use of information modeling technologies is to move from below through the creation of separate services and platform solutions. The end point of such a movement, according to Igor Manylov, should be a single digital ecosystem.

"Such an ecosystem is being formed today in the construction industry, including with our participation through the use of common formats and registry approaches, the introduction of platform solutions and the development of a line of digital services, for example, "USRZ Project Showcases" and "Engineering Survey Maps", the speaker said.

He also noted the special relevance of the issue of promoting domestic software and the importance of NOTIM's contribution to the development of Russian digital solutions. The head of Glavgosexpertiza of Russia wished all participants of the contest successful defense and further implementation of the best projects.

She clearly demonstrated the importance and effectiveness of TIM application at all stages of the project implementation for creating large-scale socially significant infrastructure facilities using the example of the project-winner of the "TIM LEADERS 2024/25" contest in the category: "Information modeling of public facilities" — "Construction project of the Baikal Theater and Cultural Center".

The competition is held on the initiative of NOTIM, with the support of the Ministry of Construction of the Russian Federation, the Public Council under the Ministry of Construction of the Russian Federation, etc. organizations. The contest aims to identify companies that have practical experience working with information modeling technologies and promote the achievements of the best Russian team specialists.
